Michael T. Rapp, MD, JD

Michael T. Rapp, MD, JD, director of the Quality Measurement and Health Assessment Group in the Office of Clinical Standards and Quality at the US Department of Health and Human Services Centers for Medicare and Medicaid Services in Baltimore. The group evaluates measurement systems to assess health-care quality in a range of settings. Dr. Rapp, an emergency physician, served on the board of directors and as president of the American College of Emergency Physicians.
